Bethesda could still turn things around with TES6 (even if it turns out to just be yet another re-release of Skyrim, which I'm not ruling out). They went from a critical and commercial darling to a studio on the brink of failure in two games. To the OP's question, I don't see how it isn't Bioware. But Rockstar also gave us RDR2, which is my favorite game since Witcher 3, so I really can't put them up against Bioware or Bethesda in the disappointment department. GTAO and RDO are anathema to me personally and represent an absolutely monumentally disappointing turn from a company that used to turn out single-player DLC like Lost and the Damned, Ballad of Gay Tony and Undead Nightmare. Personally, I think a stronger case for including Rockstar as a disappointment this generation is because they've only produced two games, one of which is simply a remaster (albeit an excellent one) of a title that released at the end of last generation, and they've completely abandoned all single-player DLC in favor of online modes that are frequently exploitative to try to get people to pony up real cash to reduce the grind. In the aggregate, RDR2 is one of the best reviewed titles of all-time and one of the best-selling titles this generation, neither of which point to a general feeling that people are "disappointed" in it.
